MK1 Suspension reinforcement ring

I've just noticed they my car does not have the reinforment ring where the strut mounts through the inner wing - see pic 1. In pic 2 you can see the ring. The question is should this ring be loose , or should it be welded in place?

Thanks - the strange thing is my inner wing has never been repaired, Its a genuine ford item fitted in the 80's. I notice the ring is listed as a separate part in the parts book. Maybe you had to buy it separately and weld it in yourself.

Looks like I have to make some up.
 
If the wing was fitted in the 80´s it might have been a skin only inner wing and not an assembled unit. I have had some assembled ones during the years and I know for sure that the ring was on them. But if you get it as a skin only and the supports and pan separate the ring is not in the pan. If you want it right you should fit a ring to it.
